How do you tell whether a content problem needs a developer?

Ask Sanity's Content Agent directly. You can literally go, here's issue one, can I fix this from a content level? If it says yes, it hands you the fix, and if it says no, then a developer needs to be involved. It's a great way of starting the triage.

Can the Content Agent actually fix the problem for you?

When the fix is possible at the content level, yes. In the example from the video, the agent responds with a bulk edit that resolves the issue, so the editor can apply it without touching code or raising a ticket.

Why let editors do this instead of just asking a developer?

It empowers editors to do more, and most people want that. Editors would rather sort a problem themselves than bother the developers every time something looks off, so developer involvement is saved for the cases the agent says genuinely need code changes.
